"I don't think the previous khan gave half a shit about the prosperity
of chinatown.  They feared him... just as they fear you.  Us.  But they
also saw him as Chinese... and they don't see us that way.  No matter
what else we are, we're outsiders and we're gonna have to make things a
lot better for them to overlook that.

"No question, Chinatown should be a lucrative power base.  But it's
also going to be an ongoing problem.  On the plus side, we can control
them in ways the prior Khan couldn't.  Still, the more we can do to
downplay our status as outsiders, I think the less problems we'll have.

"As for this last lot... in a word, lazy.  Panic is our friend, and I
hate to lean on that friendship to ease the burden on our own lazy
underlings... but I think I can do it, especially if I can characterize
the problem as mutual."
